When Bill 2934 reached his desk, Gov. Justice declined to sign it, due to an obvious conflict of interest. However, in WV state law, a bill automatically becomes law as long as the governor leaves the veto in the drawer – which Justice did, meaning that the bill became law anyway in March 2019.
